Online sex sting nets a Lakeland high school principal September 3, 2012

Polk County Sheriff’s Office detectives arrest 89 suspects during on-line prostitution investigation – Arrests include the Kathleen High School principal (Cecil Edward McClellan), three women who traveled to the area to make money in “adult entertainment” during the RNC, a local Winter Haven businessman, and an Orlando man who traveled to Polk County with the intent of having sex with a child.

Beginning August 24, through August 30, 2012, Polk County Sheriff’s Office detectives, operating in an undercover capacity, conducted an online vice operation targeting online prostitution.

During the week-long operation, 89 suspects were arrested after they responded to or posted online ads offering sex in exchange for money.  The suspects traveled to an undercover location or arranged a meeting place in Polk County where they were met by undercover detectives and arrested.  The suspects were charged with crimes ranging from Soliciting Prostitution to Drug Charges and Battery on Law Enforcement Officer.

The following is a breakdown of the charges:

59 – Arrested for Solicitation of Prostitution (johns)

19 – Arrested for Offering to Commit Prostitution (prostitutes)

5 – Arrested for Deriving Proceeds from Prostitution (drivers or pimps)

4 – “Other” (1 drug charge, 1 VOP, 1 disorderly conduct & resisting arrest, 1 obstruction of justice)

1 – Aiding and abetting prostitution (acted as her online ad manager)

1 – Traveling to Meet a Minor for Sex, Attempted Sexual Battery on a Minor Under 12, Use of Computer to Entice a Guardian, and Unlawful Use of Two-Way Communication

Of those arrested, 25 told detectives they were married; 45 had prior criminal arrests and three were specifically in the area seeking work in “adult entertainment” during the Republican National Convention.  Attached, please find a complete list of those arrested along with their charges.

On August 30, 2012 a suspect identified as Cecil E. McClellan Jr. solicited a female under cover to meet for sex. He had also called and talked to two other female undercover detectives about paying money for sex.  McClellan arrived at the hotel wearing a Kathleen High School football shirt. He agreed to pay an undercover detective money in exchange for sex. Upon his arrest, detectives learned McClellan is the principal at Kathleen High School.

39-year-old Glen Kershaw, DOB 11-12-1972, 9174 Red Hawk Court, Orlando, was charged with Traveling to Meet a Minor for Sex, Attempted Sexual Battery on a Minor Under 12, Use of Computer to Entice a Guardian, and Unlawful Use of Two-Way Communication.  

Although the investigation primarily focused on adult prostitution, during the investigation Kershaw talked with an undercover detective about having sex with a child.  On August 29, 2012, Kershaw traveled to Davenport to meet with whom he believed would be offering him the 11-year-old female child to engage in sexual intercourse.  Kershaw was immediately arrested in the parking lot of local retail store.

“Kershaw’s requests and conversation with detectives during the investigation were graphic and disturbing,” said Sheriff Grady Judd. “He admitted to answering other online ads for prostitution in the past.  In this investigation, he believed he was traveling to have sex with a young child – instead he went to jail.”

62-year-old Michael C. Shorette, or 227 Lily Pad Rd., Winter Haven, a licensed general contractor, was arrested for solicitation of prostitution and battery on a law enforcement officer (he touched the undercover detective without her permission).

23-year-old Courtney Lane, 23-year-old Markisha Moguel, and 23-year-old Maleka Williams told detectives they were “nude dancers” who traveled from Alabama specifically to find work in the “adult entertainment” industry during the Republican National Convention.

“Prostitution is illegal and those who commit or who derive proceeds from this crime in Polk County can expect to go to jail,” said Sheriff Grady Judd.  The negative social costs of prostitution hurt families, children and communities.  Whether it is on the street, or online, it is illegal and we will continue to investigate and arrest those involved in prostitution.”
